British Columbia Tax and the Speculation Tax: Why Vancouver Isn't Toronto

BC's 2026 Provincial Brackets
BC's 2026 budget moved exactly one number — the bottom bracket rose from 5.06% to 5.6% — and left the other six rates untouched, indexing all thresholds by 2.2% for inflation.

Blended with the federal scale, the combined marginal rate reaches 28.2% at $100,000 and tops out at 53.5% above $265,545 — coincidentally almost identical to Ontario's 53.53% top rate, even though the two provinces get there through different brackets entirely. The Speculation and Vacancy Tax: It Just Doubled
This is the tax that actually makes Vancouver feel different from Toronto if you're buying rather than renting. BC's Speculation and Vacancy Tax applies to residential property owners who leave homes vacant, and for 2026 the rates doubled from their prior levels: Canadian citizens and permanent residents now owe 1% of assessed value, while foreign owners and those with mostly untaxed worldwide income face 3%. It's scheduled to rise again — to 4% for the foreign-owner rate — from 1 January 2027.
Most owner-occupiers and long-term landlords qualify for exemptions and never pay it, but anyone considering a Vancouver property as a part-time residence or pure investment needs to check their specific exemption status before assuming "buy and leave it empty part of the year" works the way it might elsewhere. Combined with the ongoing federal ban on most foreign purchases of Canadian residential property (extended through 2026), the message from BC and federal policy alike is consistent: this market is being actively steered away from speculative and part-time ownership.
Employer Health Tax: The Payroll Tax You Won't See on Your Payslip
BC eliminated Medical Services Plan premiums — the monthly fee individuals used to pay directly for public healthcare — back in 2020, replacing the revenue with an Employer Health Tax paid by businesses instead. For 2026, employers with BC payroll of $1,000,000 or less owe nothing; above that, the tax phases in and tops out at 1.95% of total payroll for larger employers. It doesn't reduce your personal take-home pay directly, but it's one reason compensation structuring at larger BC employers sometimes looks slightly different from Ontario — worth knowing if you ever end up on the employer side of that calculation, not just the employee side.
Why Vancouver Salaries Don't Stretch Like Toronto's
Take-home pay in Vancouver and Toronto ends up remarkably close at most income levels once federal and provincial tax are combined. What actually diverges is housing: Vancouver consistently ranks among the least affordable property markets in North America relative to local income, well ahead of Toronto on that specific measure.
